Trump draws hard line on DHS funding: no deal without SAVE Act vote

President Trump is refusing to negotiate on Department of Homeland Security funding until Democrats agree to pass the SAVE America Act, a sweeping election integrity measure that would require voter ID with a photo, proof of citizenship to vote, paper ballots, and an end to most mail-in voting.

Trump told NewsNation correspondent Hannah Brandt in a phone call that Democrats are eager to strike a deal on DHS funding, but he has no interest in giving them one on their terms. His message was blunt.

"I don't think any deal should be made on this until they approve SAVE America."

He followed up on Truth Social with a longer statement that laid out the full scope of what he wants in exchange for any agreement, and made clear that a proposed five billion dollar cut to ICE funding, "even when disguised as something else," is unacceptable without those conditions met.

The leverage play

DHS funding lapsed on February 14, and the effects have been mounting ever since. Over 400 TSA employees have quit during the partial shutdown. According to NBC News, almost half of those who left had over three years of experience, and a third had over five years. These aren't seasonal hires walking away. They're trained personnel, and their departure is being felt at airports across the country, where travelers are now being told to arrive three to four hours before their flights.

That chaos is real, and Democrats would love to pin it squarely on Republicans. But Trump is flipping the script. Over the weekend, he floated the idea of placing ICE agents at airports to help manage security operations during the TSA staffing crunch. When Brandt asked how long he was prepared to keep ICE agents assisting at airports, his answer was simple.

"For as long as it takes."

That's not a man looking for the nearest off-ramp. That's someone who believes he holds the stronger hand and intends to play it.

What the SAVE Act actually demands

Trump's Truth Social post spelled out the full list of conditions he wants attached to any deal. The SAVE America Act, as he described it, would require:

  • Voter ID with a photo
  • Proof of citizenship to vote
  • An end to mail-in voting, with limited exceptions
  • All paper ballots
  • No men in women's sports
  • No transgender surgical procedures on children

That's a broad package, and as Breitbart reported, every item on it is something the Democrat base treats as an existential threat. Voter ID alone sends progressive advocacy groups into full mobilization mode. Requiring proof of citizenship to cast a ballot shouldn't be controversial in any functioning republic, yet Democrats have fought it at every turn, insisting it would "disenfranchise" voters while never quite explaining why legal citizens would struggle to prove they are, in fact, citizens.

Trump is bundling election integrity with cultural policy items because he knows the left cannot agree to any of it without fracturing its own coalition. That's the point. He's not offering a negotiation. He's offering a litmus test.

The Senate math and Cruz's gambit

Senator Ted Cruz (R-TX) has suggested a different approach: splitting funding for ICE and Customs and Border Protection away from the broader DHS funding fight. The logic is straightforward. Separate the enforcement agencies that Democrats want to starve from the rest of the department, fund them independently, and remove the left's ability to hold border security hostage in omnibus negotiations.

It's a tactically sound idea, and it would force Democrats into an uncomfortable position. They could no longer hide behind "we support DHS funding" while quietly gutting the agencies that actually enforce immigration law. Every vote would be a clean, visible choice: fund ICE, or don't. Fund CBP, or don't. No camouflage.

Whether that approach aligns with Trump's broader strategy remains to be seen. Trump's current posture suggests he wants the pressure concentrated, not diffused. A clean split might give Democrats an escape hatch he'd rather keep sealed.

Democrats built this pressure cooker

The irony of Democrats scrambling to negotiate now is worth noting. They allowed DHS funding to lapse. They have spent years calling for reduced ICE budgets, diminished border enforcement, and a softer posture toward illegal immigration at every level. Now that the consequences of a funding gap are landing on American travelers in the form of massive airport delays, they suddenly want a deal.

But they don't want the deal that's on the table. They want the version where funding resumes, enforcement gets quietly trimmed, and election integrity never comes up. Trump is telling them that version doesn't exist anymore.

His Truth Social post called the proposed five billion dollar ICE funding cut "unacceptable to me and the American people." He's right that disguising enforcement cuts inside a larger package is a tactic the left has perfected over multiple budget cycles. Calling it out publicly removes the cover.

The real question

The betting in Washington is always that the president will eventually blink, that the political cost of airport lines and TSA chaos will force a compromise. That bet has been wrong before with this president, and the early signals suggest it may be wrong again.

Trump isn't treating the DHS funding lapse as a crisis to be resolved. He's treating it as leverage to be spent. The SAVE America Act represents the kind of structural reform that rarely gets a standalone vote because leadership in both parties prefers to avoid clean fights on election integrity. Attaching it to must-pass funding is the only way to force the question.

Democrats can end the airport delays tomorrow. All they have to do is vote for voter ID, proof of citizenship, and paper ballots. The fact that they won't tells you everything about which party actually fears a secure election.
